With reference to Colonial Office letter
No. 30014/27 of July 27th, I am directed by Secretary Sir
Austen Chamberlain to state that he concurs in Mr.
Secretary Amery's view of the necessity of receiving the
opinion of the Governors of Hongkong and the Straits
Settlements on the Chinese proposals for overcoming the
difficulties arising out of the dual nationality of
British subjects of Chinese origin.
2. Sir M. Lampson's despatch No. 399 of April 21st,
copy of which was sent to the Colonial Office in Foreign
Office letter No. F 5318/1410/10 of the 14th July, does not
appear to have been communicated to the Governors of
Hongkong and the Straits Settlements. Two copies are
accordingly enclosed herewith for transmission to them in
order that their observations may be sent by telegraph as
suggested by Mr. Amery.
